Discussion of the 'Framework Principles for dealing with collections from colonial contexts' - minutes
In 2019, the federal government, Länder, and municipal umbrella organisations agreed on fundamental principles regarding the handling of collections from colonial contexts in the "Framework Principles”. These key points laid the foundation for a cooperative and responsible engagement with cultural heritage and human remains from colonial contexts and formulated key areas of action and objectives, such as promoting provenance research, facilitating dialogue with communities of origin, promoting transparency and enabling return.
In light of recent developments and increasing national and international experience regarding the handling of cultural heritage and human remains from colonial contexts, the decision was made at the 19th Cultural Policy Summit on 11 October 2023 to further develop the "Framework Principles" and adapt them to the changing conditions. As the "Framework Principles" evolved, they recognised the critical role of transparency in enabling the participation of communities of origin and civil society. In this context, the decision was taken to make the protocols of the consultation discussions accompanying the further development which took place in spring and autumn 2024 publicly accessible. This step aims to create a more open and transparent basis for ongoing dialogue.
